Happy Balloons Parties was established in 1979 by event designer Carole Cotton. With the help of an outstanding team of experienced decorators and party planning professionals (several of whom have been working in the field for more than 20 years), she manages to create one spectacular event after another. Carole and her design staff have built an outstanding reputation by making sure that every party and/or business event is executed to perfection.
